Hi-Point 4095TS 40 SW Carbine Black Overview

The 4095TS has a 17.5-inch barrel threaded .578×28, a 10-round magazine, adjustable peep sights, Picatinny rails and a skeletonized polymer stock, weighing about 7 pounds at 32 inches overall. From a carbine barrel, 40 S&W gains velocity and the stock tames its snappy pistol recoil, making it an easy carbine to shoot well. It is a good match for ringing steel targets at 50 to 100 yards or for a simple home carbine.

How the 4095TS Action Works

The 4095TS is a straight blowback semi-automatic: there is no locking mechanism, so a heavy bolt and recoil spring hold the action closed until pressure drops. That keeps the design simple and inexpensive to build, and it is why the carbine is heavier than its size suggests. An internal recoil buffer in the stock softens the cycle, the action locks open after the last round, and a manual safety sits within reach of the firing hand. Hi-Point builds it with American-made parts and assembly and backs it with a lifetime warranty that transfers to later owners.

Sights, Rails and Handling

Out of the box the carbine wears a fully adjustable rear peep and a post front sight, which are more precise than they look once zeroed. Picatinny rail sections give you room for an optic, light or forward grip, and Hi-Point includes a sling and swivels. The 17.5-inch barrel is threaded .578×28 for a muzzle device. Expect a front-heavy balance, a magazine release that takes some practice, and a trigger that is serviceable rather than crisp; dry practice and a few range sessions help a lot.

Pairing With a 40 S&W Pistol

Sharing a cartridge between a pistol and a carbine simplifies the ammunition shelf, and the police trade-in market keeps 40 S&W practice ammunition easy to find. If you already own Hi-Point’s 40 S&W pistol you also gain magazine compatibility. Add a red dot to the top rail and a light to the side rail for a capable home carbine, and zero at 50 yards to keep hold-overs simple out to 100.

Ammunition and Magazines

40 S&W sits between 9mm and 45 ACP in both cost and recoil, and police trade-in demand has kept plenty of practice ammunition on the market. From a 17.5-inch barrel, 165- and 180-grain loads run noticeably faster than from a service pistol. Hi-Point rates the carbine for +P ammunition, but confirm reliable feeding with the load you choose before trusting it. Hi-Point says the 10-round magazine interchanges with its JCP 40 handgun, which lets a matched pistol and carbine share magazines.

Honest Caveats

This is a budget carbine and it shows in fit and finish: mold lines on the stock, a heavy reciprocating bolt, and limited aftermarket support compared with AR-pattern or Glock-magazine carbines. Resale value is modest, and disassembly involves pins, so it is slower than many competitors. Fitting a suppressor to the threaded muzzle requires an approved ATF Form 4 for the suppressor, which is an NFA item that must also be legal in your state. 40 S&W has lost market share to 9mm, so ammunition selection may narrow over time.

State Laws and Ownership

Pennsylvania does not require a permit to buy or own this carbine. Other states are stricter: some cap magazine capacity at ten rounds or fewer, some regulate features such as pistol grips, adjustable stocks or threaded barrels, and a few limit how you can transport a long gun. Check your state and local rules before ordering, and ask your receiving dealer if anything is unclear.

Before You Buy

Federal law requires this carbine to ship to a licensed FFL dealer, where you complete ATF Form 4473 and pass a background check before taking possession. Confirm your local rules and your dealer’s transfer fee before ordering.

Who It Is For

The Hi-Point 4095TS 40 SW Carbine Black is a great fit for owners of 40 S&W handguns who want a companion carbine, and shooters who want more punch than 9mm without the ammunition cost of 10mm.
